Anchoring pictures in body of emails

I recently had a question posed to me about anchoring pictures in the body of an email so that when the recipient recieves the email and opens it, the picture is stationary and does not float or move.

I experimented and tried the right click on the graphic went to Size and Position, which opened the dialog box for Layout, clicked the Position tab where the anchoring information is and it's all grayed out.

Can it be done, and if so, how?

I don't using it as a theme will work. She uses graphics like arrows and circles to point out specifics in the email body.
